The latest Eurobarometer survey reveals unprecedented support and awareness for the EU’s Common Agricultural Policy (CAP), with 78% of respondents across Europe now familiar with the CAP—the highest level since 2007. This milestone underscores the growing recognition of the CAP’s role in shaping sustainable, high-quality food systems and supporting rural development.
The survey highlights that 81% of EU citizens believe the CAP ensures a stable food supply, while over 70% agree it supports sustainable resource management, research, and digital solutions in agriculture. Additionally, the CAP is seen as pivotal in strengthening farmers’ roles in the food chain and tackling climate change, with 70% of respondents acknowledging its impact in these areas.
Citizens also expressed appreciation for the CAP’s contributions to regional equity and youth involvement in agriculture. Around 66% believe the CAP reduces regional disparities, while 63% agree it encourages young people to join the agricultural sector.
Christophe Hansen, Commissioner for Agriculture and Food, celebrated the findings:
“I am delighted that EU citizens are showing unprecedented awareness and support for the Common Agricultural Policy. It has become a real building block of European integration and shows the importance of farmers and agriculture in our society. Our citizens trust our policies to help farmers provide safe food, adopt environmentally friendly practices, and boost employment in rural areas. This is a real European success story, shaping a sustainable future for all.”
CAP’s Role in Sustainability and Rural Development
The survey emphasises the CAP’s environmental focus, with 88% of respondents supporting subsidies for climate-friendly agricultural practices. Moreover, 62% agree that agriculture has already made significant contributions to combating climate change.
Respondents also highlighted the importance of priorities such as securing a stable food supply (94%), ensuring reasonable food prices (92%), and promoting sustainable resource management (91%).
Growing Recognition of EU Quality Labels
While 56% of Europeans recognise the organic farming logo, awareness of other EU quality labels, such as Protected Geographical Indication (PGI) and Protected Designation of Origin (PDO), remains an area for improvement.
Insights from the Survey
Conducted between June 13 and July 8, 2024, the survey interviewed 26,349 citizens across all 27 EU Member States. It offers a comprehensive overview of public attitudes towards agriculture and the CAP, showcasing its vital role in fostering sustainable food systems, rural development, and climate action.
